Spray the cooking pot with cooking spray and set to sauté on medhigh heat.
Add onions and cook until tender, stirring occasionally, about 3-4 minutes.
Add tomatoes with chilies to a blender and process about 30 seconds until pureed.
Stir the pureed tomatoes, tomato sauce, garlic, and water into the onions until combined.
Add the lid and set to pressure cook on high. Set timer for 6 minutes.When timer goes off, use natural release to remove the pressure.
Stir in cabbage and brown sugar.Recover and set to pressure cook on high. Set timer for 8 minutes. When timer goes off, use natural release again. Stir well and serve.
